Mission: To foster the creation of a sustainable Agricultural Hemp
industry.

The Agriculture Hemp Association (AHA) and AHA Voter are newly formed
groups based in Colorado. AHA is in the application processto become a
non-profit, 501 (c) 3, for educational outreach programs accompanied by AHA
Voter, a 501 (c) 4 for lobbying and initiative efforts.

AHA -- Educational goals and objectives:

To serve as a clearinghouse for efforts concerning the development of
Agricultural Hemp as a cash crop. AHA will be focused on the gathering and
distribution of information concerning legislation and initiatives. This
will include facilitating further communication and collaboration between
hemp supporters' continuing efforts in Colorado, Vermont, Missouri and
Hawaii, among others. AHA intends to build a strong working network among
groups in other states, thereby strengthening national support for hemp
legislation.

As an educational nonprofit, AHA will commit to establishing a process
where other organizations and campaigns apply for fiscal sponsorship.

To develop a hemp speakers bureau as well as coordinate public outreach and
education. The bureau will include agricultural, busines, academic and
legislative leaders. Initially, this group will have a Colorado focus.

AHA Voter -- Lobbying goals and objectives:

Execution of a working plan to sponsor bills in ten states, to get through
to the governor in five states, and to be signed into law in three states.
We feel assured after this initial effort, many more states will introduce
Agricultural Hemp legislation.

AHA Voter is actively fundraising to retain an experienced educator and
lobbyist to advocate hemp for industrial uses.

Former Colorado State Senator Lloyd Casey is the most qualified person to
assist in the passage of Industrial Hemp bills in Colorado and throughout
the nation. As a founding member of the North American Industrial Hemp
Council, he stepped to the forefront of the effort to allow farmers their
freedom to harvest Industrial Hemp. He is the only legislator to have had
two years of experience in the sponsorship of hemp bills. Casey has also
been a speaker at college and university seminars, chambers of commerce and
international agricultural conventions.

To investigate and prepare for a campaign to reestablish Agricultural Hemp
through the state initiative and signature gathering process. Given the
current grassroots interest and support of Agricultural Hemp legislation,
it would be natural to consider this format.

This is an update of the work being done to have bills sponsored in several
states to allow the planting of 0.3% THC hemp known as Industrial Hemp.

As of December 20, 1996, we are 100% sure that bills will be sponsored in

representatives and senators range from 75% sure to 95% sure that they will
sponsor a bill in 1997. It would help if you would call them or write them
with a word of encouragement. Let them know that the most interesting
thing about Industrial Hemp bills is that the support is be-partisan.
Persons who will sponsor bills are from both parties and bills which have
been voted on have bi-partisan support.
